Issues like this can happen for many reasons, but if you're setting up Mapbase and you encounter this issue after compiling a map, this is usually because you didn't use compatible compilers.
In order to compile Mapbase maps, you must use either Mapbase's custom compilers or Slartibarty's Slammin' Source mapping tools. See [this article](https://github.com/mapbase-source/source-sdk-2013/wiki/Map-Compilers) for more information on which compilers to use.
