* `CBasePlayerAmmo`: check spawnflags on `Spawn()`
* `CBasePlayerItem`: check spawnflags on `Materialize()`
* `CBasePlayerItem`: Add `Respawn()` item when hasn't specific spawnflags
* `CBasePlayerItem`: remove `SF_NORESPAWN` flag on `Respawn()`
* Use forgotten `AMMO_RESPAWN_TIME`
